The exact meaning/interpretation (and therefore also the implementation) of this option is agency-specific. NLB has implemented it: nlbdev/pipeline-mod-nlb@5ce88d0.

This could indeed do with clarification. Notes are currently displayed inline, which works almost identically to the current conversion (we're missing Braille CSS left property). From the CSS:

 * Notes
 *
 * A note is indicated with an asterisk (*), but not with its number.
 *
 * Every line except the first one is indented by 2 braille cells.
 * The first line is indented by 1 braille cell,
 * this extra cell contains the asterisk.

 * A note has a blank line before and after it.
 *
 * Notes are inserted inside the block element that references it,
 * after all the block's other content.
 * Because of this behavior, some styling from these blocks has to be reset.
 */

Would the option discussed here turn off rendering the notes inline, or would it also suppress the noteref? It seems unnecessary to show the noterefs but not the actual notes. Will ask Arjan about it.
