On first login of an LDAP user, make sure to add that user as author in all of her proposals' peerdocs #1112

  1. Top Priority: When the email notification is in English (http), the link went to the correct proposal page that had the correct notice to login to access if user is shared. However, when the user logged in, the proposal text was “not found”. Is this a problem of AppCivist or PeerDoc? Probably AppCivist.

@yolile tested this thoroughly and could not reproduce.
