Data with a national coverage is considered a quality aspect for certain cases.

Some countries do not register data at a national level (Germany, Belgium, Poland), because legislation is regional.

It was mentioned that for these countries, an exception is made, a regional scope will provide a similar quality aspect as national in those cases.
