Include new functions of traci (getPosition and getIDList)

What is the current behavior?

Currently, the TraCICommandInterface class in Veins does not contain the getPosition and getIDList function corresponding to the Vehicle ID variable.

What is the expected behavior?

I would like the TraCICommandInterface class to be extended with the getPosition and getIDList function, please.

What is the motivation / use case for changing the behavior?

With these functions it is possible to implement simulation models where multicast communication is used or where grouping vehicles according to their position is required for a specific purpose.
