Change description and rationale

Improve the method for determining radiation zones for the timeline plot.
Previously the code queried iFOT for information about RADMON enable and
disable commanding from loads.  This fails when no loads in the database
have appropropriate commanding, as occurs during an extended safing shutdown.

The new code uses the Kadi events database of radiation zones, which uses a
more complicated but well-validated method of examining all planned load
products in the SOT mission planning area, regardless of whether they
actually get approved for flight.

The code change involves removing code that processed iFOT RADMON events
and adding code to query the Kadi event database.

Testing
-------

Ran code in the development environment on Jan. 10, 2014 and confirmed that the
radiation zone period starting around day 011 1400Z was correctly displayed
in the timeline plot.  Compared the rest of the plot to the current flight plot
and observed no discrepancies.  Did the same test process for Jan. 9, 2015 with
the same results.
