Change description and rationale
--------------------------------

Update Replan Central:

  - Add an interactive timeline plot with ACE P3 fluence
    predictions and uncertainties.  The uncertainties are based
    on analysis documented at:
      http://occweb.cfa.harvard.edu/twiki/Aspect/AceFluenceUncertainty
  - Change web page auto-refresh time from 2 minutes to 5 minutes.

Testing
-------

Verified expected behavior for synthetic test data covering a
range of detector and grating configurations.  Ran code in an
operational mode in the Ska dev environment for 2 months and used
it much of that time, including during several periods of high
radiation rates.

Interface impacts
-----------------

Changes web page format by adding a new table, but otherwise the
format is unchanged.  No users raised any issues.

Review
------

SOT and FOT were notified and given two months to view the test
page running and one month to review the code.  Received feedback
from MTA and ACIS ops that they good with the update.  MTA
reviewed the fluence predictions.

Deployment plan
---------------

Since there is no user interface impact, deployment will be done
at a convenient time after approval. The previous version can be
re-installed at any time if problems arise.  Post-deploy testing
will consist of reviewing the output web page and logs to confirm
expected behavior.
