Timer Frames from the Display Screens are impossible to deconstruct

Description

When you try to deconstruct a display screen (that one that displays text from the comms console) it turns into a timer frame, which is impossible to deconstruct, or destroy without admin intervention.
No steps show up, and it's not possible to hit it, or blow it up.

Reproduction
Just trying to deconstruct it normally, following the steps, eventually it will turn into an invulnerable timer frame.
