Background and Motivation

The Scalar trait currently exists in the mod file within base/scalar. This code should belong in its own file "scalar".

NOTE: The following issue also modifies Scalar code, so be aware of potential merge conflicts:
#228

Move the Scalar trait to its own "scalar" file within base/scalar.
