Issue HLA-1423 was created on JIRA by Steve Goldman:

The tests are currently failing due to an issue with build {}cdriz{}. Initially there appeared to be an issue with STREGION, but after resolving that issue, there still appears to be another issue.

Comment by Steve Goldman on JIRA:

There was an issue with STREGION that has been resolved. It required a new wheel with a python restriction (python<3.13) removed. We now have an issue where stsci.image is failing with python 3.13. Once this is fixed, we should be able to proceed.
