The problem that this is trying to solve is that if migrations for the analytics database are merged to main, and someone forgets to run them, when the code utilizing those migrations runs, it will raise an exception, and result in lost data (or rather, missing data).

This functionality was backed out of the above PR, as it complicated things too heavily, and isn't strictly necessary at the time. The backed-out code lives on the https://github.com/spack/spack-infrastructure/tree/analytics-migration branch
