Is it possible to provide a mechanism (e.g. attribute) that would serve as fallback text to appear in lieu of the video control, such as for when Read the Docs creates PDFs?

I'm not sure I get what you mean.

You would like a fallback mechanism for the sphinx pdf builder instead of the current skipnode ?

There may be situations where you need to provide context, such as when a section contains no content because its only content was the video. In that case, you could have alternative text appear in the LaTeX documentation such as please visit {url} to view this video.

It would also be nice if there were multiple fallback options besides text, like a static picture.

I think the image fallback could be using the :poster: parameter but I don't have the time to create a PR, happy to review contribution if anyone has the time.
