Issues with internal xml:id refs

@wlpotter We need to decide how to handle in the HTML the following sort of internal link: target="p2a2":

Could you run a search please and see how many we are dealing with?

A quick search for this:

• 189 hits for target="# in msContents, 252 in additions
• 4 hits for target="p in msContents, 6 in additions
• 13 hits for target="a in msContents, none in additions
• none for b or c, so I think the above are the majority.

Would be relatively easy to pull out a list of all the target values to see patterns. Looks to be few enough we could have students spot check?
