Rename Macedonia to North Macedonia

Our map uses data from Natural Earth for these country labels. They updated the North Macedonia label for their v5.0.0 release which hasn't been completed yet. See nvkelso/natural-earth-vector#290

However, even when the Natural Earth data is ready, it might be a while before we update our map. Because we provide these map tiles for free as a public service, we do not have any time and budget dedicated to updating them regularly. Our map database hasn't been updated in several years, and unfortunately, we have no immediate plans to update our maps in the near future.

Keeping this issue open to make sure we use updated Natural Earth data when/if we next update Toner.
