When resizing a panel on windows, additional scrollbar appears and forces unintentional resizing

Describe the bug
Trying to resize the panels temporarily creates an additional scrollbar, which shifts everything over. The scrollbar goes away when you stop resizing, so all the panels end up with different sizes even if you wanted to make a small change.

To Reproduce
Steps to reproduce the behavior:

1. On windows, try resizing any of the three panels, e.g. the views/tags toolbar
2. An additional scrollbar appears on the right, which forcibly resizes some/all of the panels
3. You can scroll down to see a little whitespace at the bottom that shouldn't be there

Expected behavior
Resizing doesn't introduce any temporary elements that immediately resize the panels.
