Some questions about Preemption Overhead.

In the paper and slides it is mentioned that 1212 clocks are needed on the receiving core to finish IPI. Where does this 1212 clock start timing, or in other words, which specific things does the 1212 clock on the receiving core do? I would be grateful if you could help me with this question.
