Query for users where count of similar/same fingerprint is >1. #289

We want to be able to group suspect users, in particular those where there is a matching fingerprint, and multiple accounts created.

We want this group to be listed and actionable - i.e. 'approve' and 'reject' buttons available to bulk process them.

It would also be nice to group those users where the fingerprint is unique, and similarly be able to bulk process them.

Worth noting that this is likely an expensive query ... :-(. At least initially... We could limit it to be against users created in last X time period.
