Make core skill adjustment/evaluation part of every assessment review

Given that a coach has reviewed a student self-assessment's vocab and understanding
And has optionally done an in-person coaching session
When the coach marks the self-assessment as complete
Then show the rubric for that book's assessment
And update the learner's core skills based on coach's choices
