If you create a new table at the end of your document, the selection is placed within it. You cannot insert a new line after the table because there is no way to select outside of the table unless there is an existing paragraph or item that already exists in addition to the table.
To fix this problem, when the selection is at the last selectable element in the last cell of the table, Enter should be interpreted as "Move to the beginning of the next selectable element after the table, or create a new paragraph after the table if there isn't one". Similarly, Shift+Enter when at the beginning of the first selectable element in the first cell or header of the table should be interpreted as "Move to the end of next selectable element before the table, or create a new paragraph before the table if there isn't one". The interpretation of Enter while in a table should still support use or lists in a table, which themselves have special handling for Enter.
