Most OSS projects have their boilerplate files, like license, contributing, CLA, code of conduct, etc. as all-caps-titled MarkDown files in the root of the project. I naively thought there was no contributors guide for cosmos-operator until I more closely parsed the README text.
In order to follow convention, we should move it and change the capitalization.
