JavaScript Error on New Setups with No Levels #94

It has been reported that there are JS errors on the levels page if you activate MMPU before creating any levels in PMPro.

We should update MMPU to support the case when there are no levels. Show the same "create a level" heading/button as we do with core PMPro.
