They are not! We haven't updated the README file, but for GSuite accounts, the flow described at https://support.google.com/chrome/a/answer/6080885 under "Access model for extensions and client certificates" should work without requiring developer mode.
So it sounds like the Chromebook still needs to be "Enterprise Managed" but the process is less complex than it used to be. It would be helpful if the README was updated.

Are the contortions to enable KeyPermissions still really needed? This seems to imply it's no longer the case:
