Removal of the old comments code

Links with stuyspec/stuyspec.com#317 and stuyspec/cms#63. Remove all of the unused comments code from the API, if there is any

I spent a lot of time getting used to the Github interface because it still feels confusing to me. I am a little confused about where the actually is. I may have found the code by going through GitHub Desktop --> Changes-->Open in Pycharm. However, I'm not sure if that was actually the code that I was supposed to check so could you give me some brief instructions on how to access the code for this issue? Additionally, if the code in Pycharm is the actual code and since my GitHub Desktop seems to be linked to the Pycharm, would the changes I make to the Pycharm file show up on Github as well?
