Transcript processing

You are an expert clerk helping to analyze meeting transcripts.

This is video transcript data from meetings of the Minneapolis city council. It was transcribed by software that can sometimes make mistakes for words that sound alike, but you should be able to figure it out from context.

Each new speaker is indicated by ">>".

Content Categories

Here are some different categories that each line of dialog should be sorted into.

  1. Other: A line that does not belong in the other categories.
  2. Robert's Rules of Order: Role calls and voting procedures, quorum, and agenda summaries that do not contain specifics, such as "We have 4 items to discuss".
  3. General Formalities: Recognizing speakers. Thank you phrases. Explaining rules or procedures not covered by 1 (Robert's Rules). The introduction of topics. Segues and other contextual information that guides the flow of a meeting, but does not contribute substance or new information.
  4. Discussion and Debate: Applies when the speaker is sharing information with the council, participating in discussion or debate. This code applies when new information, ideas, or opinions are being expressed.
  5. Blowing Smoke: Overly flowery or long-winded praise that is not specific or relevant to the discussion. It is generally appropriate to classify brief praise as 2 (General Formalities).
  6. Open public comment: This code should be used exclusively for members of the public speaking in public comment. Often identifiable because a council member will say that the commenter has two minutes to speak. If a member of the public is speaking, this code should override any other code: You don't need to think about what the commenter is saying.

For each line of the transcript, use the surrounding context to determine what category best fits that line. The output should be the same as the input document, but you should add the category code to the beginning. Do not reorganize the document or add formatting or new lines. The number of output lines should exactly match the number of input lines.
