This function can sometimes receive an empty buffer:
https://github.com/subsquid/subsquid-network/blob/1418b2e8ec889e0e1d56a218aff8ec6d6a3bc211/transport/src/codec.rs#L67

It can probably lead to unexpected consequences and should be investigated.
