Don't default to notifying when changing stall count

Currently by default a post is made on X when stall count is updated as "notify" is autoselected. Stall count changes should only be set to "notify" by default when the status is Open or Expanding.

Before a stall is open we often need to revise the stall count based on permits or evidence in construction photos, and those aren't always correct.
