Update privacy message

Hi,

while our privacy message is quite complete, it needs to be checked for completeness for the upcoming release (friends, achievements, potential HW statistics, potential game-play statistics).

It should also be restructured slightly (one section for normal users and an additional section for contributors).

Not sure how to actually see the statement on the actual web page, which is also a problem that needs to be fixed.

As far as I recall, I never got the go-ahead to actually publish the
statement, so it never was. It's a quick fix to add it though.

I think the privacy message at http://privacy.supertuxkart.net/ (which redirects to http://supertuxkart.sourceforge.net/Privacy) should now be correct.

@auria, @Arthur-D can you check if I missed anything?

Note that http://addons.supertuxkart.net/privacy.php is currently displayed, which is different. Would that technically be more terms & conditions? See #1812

It seems out t&c and privacy policy is reasonable accurate.

@leyyin , not sure what to do about "http://addons.supertuxkart.net/privacy.php" - shouldn't we only have one page that covers all?

Also, I think we should add a 'privacy' (and 'contact us') link to the bottom of our web page, otherwise I find it hard to find the privacy page.

The privacy page does not appear. One of the issues is similar to #3857. The link then redirects to https://matomo.org/

can i ask why this milestone has been moved so much? is it because a new message is needed each update?
