Fix up weblate translations #688

The system is setup on weblate (https://weblate.foundryvtt-hub.com/projects/sw5e/) to crowd source translations, but this is terribly out of date, this needs:

the latest changes pulled
CONTRIBUTING.md updated with instructions for contributing translations
A workflow worked out and documented for managing translations (updating on weblate, merging translations back into the system, etc) so everyone will know how to do it
