We set the version of jh in here:

jupyterhub-image/Dockerfile

Line 106 in abe7ae4

jupyterhub==$JUPYTERHUB_VERSION \

But in practice this is replaced by the version of the jh dependency in swanhub, so maybe we could remove the jh version completely to avoid confusion.
