Symbols with language specific refinements may miss creating See Also sections

Because the code that creates See Also section from authored Topics sections uses the shortest path without considering language to find the symbol's container, the code may miss creating See Also sections if a type has different canonical containers in different languages and a member is only curated in a language specific container.

The problem is that this code in AutomaticCuration.swift doesn't support language specific paths to the member.
