Ajax close button is being added incorrectly

The close button should be added with JS if it can only be done with ajax calls.

Shouldn't the notices/remove action be allowed to be called without ajax in order to remove a persistent notice without requiring JS?

I am relying on Ko3's HTML and Route libraries to generate the URL on the close button. So, the only way I could fix this issue would be to use the JSSettings Module, and I don't want to couple this module to that.
