Yes, it would be nice to upgrade. Though, I'm not sure whether it will be smooth

According to:
https://babeljs.io/versions
the current stable version is Babel 6. We have pretty many dependencies in this project that are just not ready for Babel 7 yet, for example Expo. So it is not reasonable to upgrade to Babel 7 at the moment

Seems Haul has added support for Babel 7 now:
callstack/haul#411
We are still waiting for Babel 7 and React Native 0.56.0 support in Expo SDK, which could happen in Expo SDK 31, hopefully.
