Ability to permanently delete a report using the UI, with confirmation.
This to allow cleanup of invalid, duplicate, spam, test reports.

Do we want to allow deleting reports permanently or flag them as deleted and not show them?

Flag as deleted would already be good. Though I think there should still be way to delete reports permanently. Just think of all the test/dummy reports we've sent.
