The flag must appear in all pages or only on the Dashboard?

I thought to have it on all pages by simply adding it to the index.html file

You need to give us some more information or point to your code.

my codes look like this

main.css

.flag{
  border-radius: 50%;
  width: 50px;
 float: left;
}

index.html codes of flag
fl
The out put look like this
lc

I need to control the dimension and positioning of the flag
i have tried number of ways still am getting the same results

You want to use this as the brand logo in the header I think, definitely not as a separate row in the container! Look at http://taarifa.org for an example use.
