You would have to add the external individual to a Shared Drive, Move the Folder (and it's contents) into the Shared Drive (thereby claiming ownership as the organization). From there, you can remove the external owner from the Shared Drive.

This can only be done with very specific situation and settings configured in both the external user's organization and your own organization.
