Not totally sure what you're asking but you can just write that exact custom CSS in your CSS file and it'll work fine. It's totally ok to write custom CSS alongside using the classes Tailwind gives you. Installing that plugin wouldn't really help you create that CSS, it will only help you add styles to children that are within your design system, and width: 90% and height: 3px are not normal Tailwind values.
