Enable fish to randomly (but rarely: maybe once per minute):

pop to the surface (causing a ripple)
then nip at the surface as if swallowing a floating bug
ideally an actual bug briefly appears before being swallowed

tedbarnett modified the milestones: Milestone 3, Miestone 5
