Redis集群延迟的指标 数据无法获取，日志报错：

另外 CLB 7层负载的监控指标 数据也无法获取 "Instance has not monitor data"

1. 有些指标，某些实例不一定有数据
2. 在v2.1版本已经支持

为啥 2.1.0 和 2.1.1版本都拿不到 NAT网关的监控数据，但是在腾讯云监控上有数据。

请求却报没数据，也没其它报错
