Make tokenizer a separate extension so that user can customize it easier

Should support:

Dynamic download/delete vocab list for bpe tokenizer (preload when process start?)
Support common tokenizer implementation like https://docs.rs/rust_tokenizers/latest/rust_tokenizers/tokenizer/struct.XLMRobertaTokenizer.html
Chinese like https://github.com/messense/jieba-rs?tab=readme-ov-file
User can fork the project to create their own tokenize process
Unable to create index on svector without dimension pg_bestmatch.rs#21 (comment)
