Since Cloud logs supports event notifications integration, the Observability DA should be updated to support creating an Event Notifications topic, destination and subscription. For reference see how it was implemented in the SCC DA: https://github.com/terraform-ibm-modules/terraform-ibm-scc-da/blob/main/solutions/instances/main.tf
