The testtools.readthedocs.io site mentions the f865cfe revision, which is nearly 4 years old.

@cjwatson mentioned that he suspects the Read the docs webhook that testtools uses to be broken currently.

Both project owners on RTD have been pretty inactive in this project in the last couple of years, so I think somebody (looking at you, @cjwatson :-) ) should ping them to be added as an additional RTD maintainer.
