Add a manual "reload configuration" command #255

I would love to see a "reload configuration" command somewhere that could be bound to a keyboard shortcut or toolbar button. Ideally it would:

Reload shadertoolsconfig.json files and update open editors accordingly (workaround for Detect changes to shadertoolsconfig.json files and update open editors accordingly #87 )
Reload the syntax highlighting colors to match the VS theme (workaround for Syntax highlighting colours are not updated after changing VS theme #115 )

Admittedly discoverability would be a problem; it'd need to be mentioned somewhere in the readme, I guess.
