Option to disable push/pull buttons in Panel

In certain situations, it makes sense to disable the push or pull buttons so clients can't mess up the repo. For example, allow in staging environments for only pull button to work so staging content changes aren't accidentally synced to production. Additionally, it would great if this could be configured through the user blueprint permissions and not just config.php
