It might be useful to allow a default value for non matching records or nulls. Often data warehouse dimensions have a "catch all" component so you don't miss fact table data used for aggregated reporting. E.g. if a department key cannot be found set it to a default value of "-1" which matches an "Unknown" department row with id: -1 name: "Unknown"
