Kicked for flying

Was kicked for flying due to mining while grappled to a wall (dedicated server). Was using wooden hook (have all others disabled for balance purposes)

Edit: was kicked again after logging back in, while not mining, so mining is irrelevant. Was taking no action other than looking around while hooked to a wall.

This is happening on my DDSS server running Forge 14.23.5.2836 and Hooked 1.0.3 . allow-flight=true is set in the server properties but some of the players keep getting kicked for "floating too long" then they receive the message "flying is not enabled on the server" .
