[TheiaProk] Update mlst task to use docker image incl. Providencia spp. scheme & DB

📌 Explain the Request

Update TheiaProk workflows to usa a docker image for mlst that includes the scheme and DB files for providencia, so that it can be used in TheiaProk.

This docker image does not yet exist via StaPH-B or elsewhere AFAIK but may be available soon.

As part of this docker image update (esp. if done via StaPH-B), the DBs for all other species will also be updated to include the latest allele DBs and schemes available from pubMLST. Two birds, one scone 🙌 !
