Hello,

When I run "comparing_rate_distortion.py", raise the error below. The error is "No module named 'encodings' ", but the files "encodings" exists in "D:\Anaconda\Lib" in my computer, and I have added it to environment variable. And everything works when I run the other code. How should I correct it? Thank you very much.
