Either using visual studio or something like that, or with cygwin and distributing with the cygwin dll.
Both 32 bit and 64 bit would be ideal.

I've built preliminary / beta / unofficial statically-linked x86_64 binaries of 1.1-dev branch for Windows using MINGW on Debian:

32bit still to do, ARM to be investigated.
I don't have Microsoft Windows (and no ARM machines apart from RPi or Android) for testing, so I'm testing with Wine on Debian.
Meanwhile Cygwin build instructions have probably bitrotted a bit.
