Clarify that case_when() is not a replacement for a simple if/else #7089

If you can use a simple if/else statement, you absolutely should.

  • It will be faster
  • It is simpler to reason about (there are no vectorized semantics involved)
  • It matches other languages for this kind of operation
  • It is "lazy" on the branch that isn't used (this is what many people get tripped up on)
