[Docs RFC] Create a doc showing how to integrate ignition with Timescale Cloud

@ramonguiu has a customer who would like to co-author an https://www.docs.inductiveautomation.com/docs/8.1/intro integration doc with us.

We have the following existing doc, Deploying_Timescale_to_Ignition (1).pdf At a glance, we can simplify this a lot. However, there is a new version coming out some time in march which will have a different UI. Let's write this when the new UI is out.
