Mark Accessor functions as immutable & parallel safe

In general, accessor functions should be marked as immutable and parallel safe as long asthey do not modify the underlying structure, not marking them as so could have odd implications about when they can be used in WHERE clauses, in parallel plans and the like and cause odd performance issues.

Probably something we should do before stabilization.
